The downgrade to the sixth-highest rating came after a legislative session that “took no steps to implement lasting solutions to its severe pension under-funding or to its chronic bill payment delays,” Moody’s said in a report.
Illinois, it said, has “weak management practices.”

Bottom line: Talk about a political and economic game changer in this presidential election year. Obama could offer a trillion-dollar stimulus — as measured over a decade –that would directly and immediately impact tens of millions of Americans suffering from the housing depression.
Cash in their pockets.
Imagine the electoral impact on key states, such as Florida, suffering from both high unemployment and devastated housing markets.
And the beauty part for Obama?
He wouldn’t need approval from Congress to do it

Dan Pellissier, a former adviser to California's previous governor, Republican Arnold Schwarzenegger, paid $75,000 in 2004 for five years of work credit.
When he turns 55 in 2015, he will get a California pension of $61,536 a year — nearly $13,000 more than if he hadn't bought air time.
That's $320,000 extra by the time he is 80.
"They give away the store here," says Pellissier, now president of California Pension Reform, which is pushing to cut state retirement costs.

Public Pension Term: “Airtime”
Public Pension Term: “Airtime”
This time, let’s look at the popular benefit of “buying airtime”:
Government workers in 21 states are using an obscure perk to retire early or to boost their annual pensions by thousands of dollars, which can cost taxpayers millions more in payments to retirement funds, a USA TODAY analysis shows.
The practice, called buying “air time,” lets state, municipal and school employees pay to add up to five years to their work history so they are eligible to retire and collect a lifetime pension.
Workers already eligible for retirement can buy extra years to boost a pension by up to 25%.
It’s called “air time” because workers buy credit for non-existent work, in contrast to policies that let workers buy credit for military service or government jobs in a different state.
This perk is only obscure to the general taxpaying public.
You bet your bippy it is well-known to the public employees in the 21 states that have some form of it.

“We are now reaching the point in which the president is running a truly post-modern campaign, in which there is no objective truth but simply narrative.
Obama’s campaign isn’t simply distorting the facts; it is inverting them.
This kind of thing isn’t unusual to find in the academy.
But to see a president and his campaign so thoroughly deconstruct truth in order to maintain power is quite rare.
The sheer audacity of Obama’s cynicism is a wonder of the modern world.”
