Paying people for quarantines

The ongoing controversy over quarantine between those calling for quarantine and those who see it as violation of rights demands a compromise.
Quarantine is harsh, as people are deprived of their liberty for no fault of their own.
Aside from the inherent burden of confinement, those quarantined may also face financial losses from not being able to work.
Nonetheless, when faced with the risk of a destructive epidemic, quarantine is justified.
The potential costs to society in loss of life, panic and disruption can far exceed the individual costs of quarantine.
But that does not mean the burden should fall entirely on the unfortunate individuals subject to isolation.
A better policy would be to quarantine when necessary – but partially compensate those who bear the burden on behalf of society.
In other words, quarantined people should be paid. 
New York State has apparently adopted this policy to a limited extent, but other states imposing quarantines have yet to follow suit.

Could non-citizen voting be a problem in next week’s elections, and perhaps even swing some very close elections?
A new study by two Old Dominion University professors, based on survey data from the Cooperative Congressional Election Study, indicated that 6.4 percent of all non-citizens voted illegally in the 2008 presidential election, and 2.2 percent in the 2010 midterms.
Given that 80 percent of non-citizens lean Democratic, they cite Al Franken ’s 312-vote win in the 2008 Minnesota U.S. Senate race as one likely tipped by non-citizen voting.
As a senator, Franken cast the 60th vote needed to make Obamacare law.
North Carolina features one of the closest Senate races in the country this year, between Democratic incumbent Kay Hagan and Republican Thom Tillis.
So what guerrilla filmmaker James O’Keefe, the man who has uncovered voter irregularities in states ranging from Colorado to New Hampshire, has learned in North Carolina is disturbing. 
This month, North Carolina officials found at least 145 illegal aliens, still in the country thanks to the Obama administration’s Deferred Action for Childhood Arrivals program, registered to vote.
Hundreds of other non-citizens may be on the rolls.
A voter-registration card is routinely issued without any identification check, and undocumented workers can use it for many purposes, including obtaining a driver’s license and qualifying for a job. 
And if a non-citizen has a voter-registration card, there are plenty of campaign operatives who will encourage him or her to vote illegally.
O’Keefe had a Brazilian-born immigrant investigator pose as someone who wanted to vote but was not a citizen.
Greg Amick, the campaign manager for the Democrat running for sheriff in Mecklenburg County (Charlotte), was only too happy to help.
Greg Amick: Here’s a couple of things you can do. You do not have to have your driver’s license, but do you have any sort of identification?

Project Veritas investigator: But I do have my driver’s license.

Amick: Oh, you do. Show ’em that and you’re good.

PV: But the only problem, you know, I don’t want to vote if I’m not legal. I think that’s going to be a problem. I’m not sure.

Amick: It won’t be, it shouldn’t be an issue at all.

PV: No?

Amick: As long as you are registered to vote, you’ll be fine.
But North Carolina officials shouldn’t be “fine” with Amick, who appears to be afoul of a state law making it a felony “for any person, knowing that a person is not a citizen of the United States, to instruct or coerce that person to register to vote or to vote.”

One of the study’s findings: “State academic achievement improved from 2003 to 2013, at least in one subject, with only a single exception – Michigan.”
The report breakdowns the scores by subject, grade, all students, low-income students, etc."

The problem was traced back to a head-scratching bureaucratic rule that's now getting a second look.
A report coming out Friday from the Health and Human Services Department's inspector general says the Medicare rule allows payment for prescriptions filled up to 32 days after a patient's death — at odds with the program's basic principles, not to mention common sense.
"Drugs for deceased beneficiaries are clearly not medically indicated, which is a requirement for (Medicare) coverage," the IG report said. It urged immediate changes to eliminate or restrict the payment policy.
Medicare said it's working on a fix."

Deputy Secretary of State Suzanne Staiert began investigating and confirmed to the Daily Camera that she found “some troubling inconsistencies with some election judges.”
“One of them was a Democrat who had changed party affiliation on Oct. 10, so we are concerned that Boulder didn’t follow the list, then resorted to advertising for these positions,” she told the paper.

The mainstream media’s infatuation with the state-subsidized “Batman vs. Superman: Dawn of Justice” movie production reached new heights this week following reports from an anonymous blogger who posted photos of filming in East Lansing and Detroit.
What hasn’t been in the media’s viewfinder is that the production may be collecting subsidies not just from Michigan but also from other states. 
...In addition to the $35 million the film’s producers have been approved to collect from Michigan taxpayers, Batman vs. Superman may also get subsidies from Illinois and New Mexico.
....Rather than tax credits, Michigan offers film producers straightforward cash subsidies.
Batman vs. Superman was approved for up to $35 million from the state, based on spending an estimated $131 million here.
The subsidy can cover up to 32 percent of the producer’s expenses here, which makes it one of the most generous in the country.
...Since the Legislature approved film subsidies in a bipartisan 2008 vote, Michigan has spent $500 million on the program. 
Yet today the state has fewer film industry jobs than it did before the subsidies.

"Ebola is a lot easier to catch than health officials have admitted — and can be contracted by contact with a doorknob contaminated by a sneeze from an infected person an hour or more before, experts told The Post Tuesday.
“If you are sniffling and sneezing, you produce microorganisms that can get on stuff in a room.
If people touch them, they could be” infected, said Dr. Meryl Nass, of the Institute for Public Accuracy in Washington, DC.
Nass pointed to a poster the Centers for Disease Control and Prevention quietly released on its Web site saying the deadly virus can be spread through “droplets.”
“Droplet spread happens when germs traveling inside droplets that are coughed or sneezed from a sick person enter the eyes, nose or mouth of another person,” the poster states.
Nass slammed the contradiction.
“The CDC said it doesn’t spread at all by air, then Friday they came out with this poster,” she said. “They admit that these particles or droplets may land on objects such as doorknobs and that Ebola can be transmitted that way.”
Dr. Rossi Hassad, a professor of epidemiology at Mercy College, said droplets could remain active for up to a day.
“A shorter duration for dry surfaces like a table or doorknob, and longer durations in a moist, damp environment,” Hassad said.
The CDC did not respond to a request for comment."
