"The UN’s first attempt to airdrop food to thousands of Syrian civilians in the besieged city of Deir ez-Zor has been thwarted by high winds and technical difficulties, according to the World Food Programme.
The UN food agency, which organised Wednesday’s operation, said of the 21 pallets of food airdropped to the city,

  • four were damaged because their parachutes failed to open properly, 
  • seven landed in no man’s land and 
  • 10 drifted away and remained unaccounted for.

The mission saw a WFP-chartered Russian transport plane drop the equivalent of a medium-sized truckload of vegetable oil, lentils, rice and salt from an altitude of 7,000 metres (23,000ft).
Had it landed safely, the food would have fed 2,500 people for a month.
Unverified reports have suggested that as many as 20 people in the city have already died of starvation..."

Would it be wise to wait before we spend millions of dollars on the alleged preschool panacea?"
As state legislative sessions kick into high gear for 2016, it’s inevitable that some lawmakers will suggest implementing a universal Pre-K plan.
This is because universal pre-K has become the silver bullet with which politicians try to lift the masses out of poverty while simultaneously improving academic performance in the public schools.
But before politicians pile on the pre-K bandwagon, they may be wise to look at the evidence first. According to a new report by Brookings scholar Dale Farran, the evidence of pre-K’s effectiveness is miniscule.
Farran writes:
“The proposition that expanding pre-K will improve later achievement for children from low-income families is premature.
Premature as well is the presumption that solid research exists to guide the content and structure of pre-K programs.
Despite more than 50 years of preliminary work on pre-K as an early intervention for young children from poor backgrounds, the field of early childhood education has a relatively small database to use as a guide to effective practice.”
Farran goes on to explain several reasons why the evidence for pre-K success is slim:
It’s based on old studies – As Farran notes, the main evidence for the effectiveness of pre-K is based on old studies, such as the Perry Preschool and the Abecedarian Project. 
According to Farran, these studies sought different goals (namely the increase of IQ scores among children labeled with “mild retardation”) than the one of “school readiness” which modern preschool proponents seek.
Furthermore, these studies incorporated elements not found in today’s preschools, including intense educational and parental-aid measures.
To say that today’s less intense pre-K programs can produce the same benefits as these old studies, Farran argues, is simply not supported by evidence..."

An estimated 460 people turned out Tuesday in Kalispell to hear a Bozeman-based immigration speaker detail the reasons he believes settlement of refugees in the United States is a drain on national resources and potential threat to homeland security. 
Paul Nachman said immigrants often don’t assimilate and are a drain on state resources. 
He pointed out that the two brothers who carried out the Boston Marathon bombings were children of parents who were granted asylum from war-torn Chechnya.
...Nachman said the purpose of the United States is stated in the Preamble to the Constitution.
He focused on the part that says the people of the United States will “secure the Blessings of Liberty to ourselves and our Posterity.”
“So what the United States is about is benefiting the citizens of the United States, not rescuing the rest of the world from its distress,” Nachman said.
...After the event, Solomon said that most people came out because they wanted to learn about the refugee resettlement issue and how to speak out against bringing people into the country without proper vetting.

"Republicans on Capitol Hill are questioning the legality of a move by the Obama administration to give billions to insurers under a program implemented under Obamacare that they say is equal to an insurer bailout.
At issue for lawmakers on the House Energy and Commerce Committee is whether the Centers for Medicare and Medicaid Services violated the Affordable Care Act by diverting $3.5 billion intended for the U.S. Treasury to insurance companies.
“[Earlier this month], the administration announced that they would be using billions of taxpayer dollars to make payments to insurance companies under the Obamacare reinsurance program,” Rep. Joe Pitts, R-Penn., said Wednesday during a hearing with Department of Health and Human Services Secretary Sylvia Mathews Burwell.
“The announcement that the administration made represents an illegal wealth transfer from hardworking taxpayers to insurers,” he continued, “and this law is very clear—$5 billion of reinsurance fees must be returned to the taxpayers...”

FLINT, MI – The sanctuary was full and pastor behind the pulpit, but there was no service taking place Wednesday afternoon at Prince of Peace Missionary Baptist Church in Flint.
Residents wound their way from the front door, through a registration table and waited to have their numbers called before heading downstairs and choosing food items dropped off a short time earlier by the Food Bank of Eastern Michigan.
The mobile food pantry event at the Stevenson Street church, a partnership between the food bank and Michigan Department of Health and Human Services, offered fruits, vegetables and non-perishable food items meant to combat the impact of lead exposure for up to 400 families.
Pastor Jeffrey Hawkins said the purpose of Wednesday's gathering was to "fight lead through nutrition, so it gives us an opportunity to help our residents out."
The food pantry is being paid for in part by a $28 million appropriations bill passed by state lawmakers and signed by Gov. Rick Snyder in January.
...."We all need help. We're suffering because of this water and high water bills and high electricity bills," she said.
"It just doesn't make no sense us paying for this water we can't use. "

"Sofia Prins and Gary Balhorn were about to sign applications for free coverage under Washington State’s Medicaid program — recently expanded under ObamaCare — when Sofia began reading the fine print:
If you’re over age 55, the state of Washington will bill your estate for your health expenses when you die.
So much for “free.”
Prior to ObamaCare, state Medicaid programs (enacted in 1965 and expanded in 1993) offered help to poor people who couldn't afford health coverage but required states to recover their health costs from their estates when they died.
However, state exemptions for personal goods and residences meant that such “estate recovery” efforts were modest as most people either had no other assets or had “spent down” those that they had to a minimal level.
But with the expansion under ObamaCare, more and more people will qualify for Medicaid without realizing that the coverage is really not free, but instead a hidden secured loan whose terms aren't explicit. 
As Carol Ostrom, the Seattle Times health reporter, explained:
The way Prins saw it, that meant health insurance via Medicaid is hardly “free” for Washington residents 55 or older.
It’s a loan, one whose payback requirements aren't well advertised.
And it penalizes people who, despite having a low income, have managed to keep a home or some savings they hope to pass to heirs, Prins said..."

Uh oh – here we go again.  
Do you remember the subprime mortgage meltdown during the last financial crisis?  
Well, now a similar thing is happening with auto loans.  
The auto industry has been doing better than many other areas of the economy in recent years, but this “mini-boom” was fueled in large part by customers with subprime credit.  
According to Equifax, an astounding 23.5 percent of all new auto loans were made to subprime borrowers in 2015.  
At this point, there is a total of somewhere around $200 billion in subprime auto loans floating around out there, and many of these loans have been “repackaged” and sold to investors.  
I know – all of this sounds a little too close for comfort to what happened with subprime mortgages the last time around.  
We never seem to learn from our mistakes, and a lot of investors are going to end up paying the price.
Everything would be fine if the number of subprime borrowers not making their payments was extremely low.  And that was true for a while, but now delinquency rates and default rates are rising to levels that we haven’t seen since the last recession.

People, especially those with shaky credit, are having a tougher time than usual making their car payments.
According to Bloomberg, almost 5% of subprime car loans that were bundled into securities and sold to investors are delinquent, and the default rate is even higher than that. 

(Depending on who’s counting, delinquency is up to three or four months behind in payments; default is what happens after that). 
At just over 12% in January, the default rate jumped one entire percentage point in just a month. 
Both delinquency and default rates are now the highest they’ve been since 2010, when the ripple effects of the recession still weighed heavily on many Americans’ finances.

"BAY CITY, MI — A Bay City woman is in hot water for allegedly posting some nasty comments about a former friend on Facebook.
On Monday, Oct. 19, a Bay County Sheriff's deputy responded to a 45-year-old woman's harassment complaint. The woman told the deputy a former friend of hers, 35-year-old Rene K. Kolka, was posting derogatory comments on Facebook, court records show.
The complainant provided the deputy with copies of the Facebook posts, court records show.
In them, Kolka referred to the other woman as a "slut," said "We all know her skanky ways," referred to her as a "skinny tall coke head" and advised others "Don't catch an STD" from her, court records show.
Kolka also posted the woman's phone number, court records show.
The complainant told police she has since received numerous calls from unknown men inquiring about her, court records show... "
