The District’s Youth Rehabilitation Act allows for shorter sentences for some crimes and an opportunity for offenders to emerge with no criminal record. But a Washington Post investigation has found a pattern of violent offenders returning rapidly to the streets and committing more crimes. Hundreds have been sentenced under the act multiple times.In dozens of cases, D.C. judges were able to hand down Youth Act sentences shorter than those called for under mandatory minimum laws designed to deter armed robberies and other violent crimes. The criminals have often repaid that leniency by escalating their crimes of violence upon release.
Because that's how criminals work.
This isn't a surprise to anyone who knows anything about the criminal justice system. The mythical "kid just locked up for smoking pot once" touted by sentencing reform advocates is just that. A myth. The system is full of repeat offenders who take advantage of every loophole thanks to their lawyers and then continue committing more crimes, going in and out of the system.

I have to admit that I was a little short with her myself.
But I should be smiling – we conservatives should all be smiling – because everything is going our way.
For heaven’s sake, our next Secretary of Defense is going to be nicknamed “Mad Dog.”
We just spent eight years being ruled by people who would prefer it be someone nicknamed “Hugs N’ Stuff.”
The liberals are truly going nuts, and it’s beautiful.
They recently resurrected Nancy Pelosi for another glorious term winnowing away the House Democrat caucus.
Pretty soon it’s just going to be her and some guy representing Berkeley who they recruited while he was shouting “Workers of the world unite!” at bored coeds on Telegraph Avenue.
You know, if you want to reach out to the kind of hard-working, salt-of-the-earth, normal Americans who voted for the black guy then allegedly refused to vote for the woman because they are racist, you totally want an ancient, rich, snooty, San Francisco leftist and Botox after-picture like the Nanster.

As Walter Russell Mead notes in The American Interest, it’s an old style of politicking that more recent politicos seem to have forgotten.
Trump’s Carrier event saved only a tiny fraction of jobs that are being lost around the country, and it might not make much difference in the long run, but that wasn’t the point.
The point was “that the people at the top are aware of the problems of the people at the bottom," Mead writes.
"It’s smart governance, but it’s something that the technocratic progressive mind tends to undervalue.”
...Trump, by contrast, promised to save Carrier jobs during the campaign and then, even though Obama mocked him for it at the PBS town hall (“What are you going to do? ... What magic wand do you have?”)

But FDR made people feel like he cared, even though he was a rich man from New York who had never been poor himself.

FDR gave the Democrats two decades of political dominance.
