Elgin was recently named the fattest city in Illinois.
The dubious distinction was revealed by City Councilman David Kaptain, who said he saw it in a study based on driver's license data. But Kaptain said he couldn't remember where he found the study....
Nonetheless, Elgin officials are now offering "fitness grants" to coax people into healthier lifestyles."
