Public School Paradox: Record spending, mass teacher layoffs

"The Mackinac Center for Public Policy reports that in 2010 Michigan’s public school revenue totaled $19.4 billion.
That averages to $11,661 spent per student on day-to-day operating expenditures, and represents a 1.5 percent increase from 2009.
Despite the increase in overall spending, there is a steady drumbeat of news stories about how cash-strapped Michigan school districts are being forced to lay off teachers.
