"The predominately African-American city of Muskegon Heights in particular continues to face obstacles impacting the vitality of the city.
In 2012, Gov. Rick Snyder appointed an emergency manager for Muskegon Heights Public Schools, who in turn transformed the district into privately-ran public charter system.
Most recently, testing results conducted by Mosaica Education, the company running the city’s schools, found that nearly all ninth graders started the school year at least three grades behind in reading and mathematics."
