The President is talking about a longstanding program which allows U.S. companies to sponsor foreigners with tech expertise to work here but has routinely prevented the supply of visas from reaching the level of demand.
...The President told the assembled media in the Rose Garden at the White House:
We need great people. But we want them to come in on a merit basis, and they have to come in on a merit basis. They can’t come in the way they’ve been coming in for years...
