"DougS: Bubba (Slick-Willie Clinton) simply doesn't get the credit he deserves when it comes to helping advance the ChiCom's military/industrial goals while he was POTUS, and all for personal gain. 
What a shock! 
His regime's relaxed export controls facilitated the transfer of advanced satellite / missile guidance technology from both Loral and Hughes to the Chinese in the late 90's. 
That single act was particularly egregious and arguably should have been in the "go to jail" category.

Loral's transfer of missile technology to China, with payoffs to Clinton and Gore, was the Katy Bar the Door moment. The Clinton's great revelation was that a steady escalating stream of violations leading to criminal acts, by forcing partisans to defend them, could actually immunize them and enable even more serious criminal acts.
