"They’re fighting hard against an effort to freeze enrollment in the state’s Medicaid expansion. Hospitals that are using Obamacare’s Medicaid expansion to siphon billions from federal taxpayers fiercely oppose an effort to scale back the policy in Ohio.

In about 10 percent of the 5,290 cases reported, no one was charged with the violation for which the forfeiture was authorized, the report states.
"Many persons accused of crimes cooperated with authorities, resulting in criminal charges not being pursued," the report notes, and that a new category for those cases will be added to subsequent annual reports.
