"The Muskegon Heights City Council reached a consensus during a work session Monday night — four days after Muskegon issued a proposal to provide water to all metro-area communities and take Muskegon Heights out of the business — to basically reject Muskegon's offer and direct staff to design a water-service counteroffer."
