 The U.S. Department of Health and Human Services announced last week it’s handing out $60 million in new funding for 90 organizations.
Florida was among the top states, garnering nearly $6.8 million — only Texas received more.
The grant recipients are tasked with continuing sign-up efforts aimed at enrolling eligible participants in mostly government subsidized health insurance plans.
The funding is going to states where the federal government either runs a health insurance exchange or partners with state officials."

A one man grand jury convened almost a year ago to explore public neglect of duty, fraud and other misconduct allegations over the stalled Wayne County Jail project has returned three indictments, against the former county CFO, an attorney and a jail contractor.

Wayne County Prosecutor Kym Worthy’s office today announced charges were brought against Carla Sledge, 62, of Bonita Springs, Fla., former CFO to Wayne County Executive Robert Ficano 

....Sledge, who was CFO of the county from 2005 to 2013, was a Crain’s CFO of the Year honoree in 2011. She joined the county as a deputy CFO in 1995, and told Crain’s three years ago her responsibilities were evolving.

“I have to look to the future with revenues on the decline and expenses the way they are,” she said. “What the CEO needs, more than just a bean counter, is someone who can put together a strategy on how the county can stay healthy."

A report submitted to the county commissioners in June indicates that finishing the Gratiot project would cost $163.7 million plus another $29.2 million in various “nonconstruction costs” including some insurance and legal expenses, telephone and IT systems, architecture and engineering. That, plus an estimated $157 million “close-out” cost on the original project, could put completion costs at $349.9 million.

Rock Ventures LLC, the development arm of Dan Gilbert’s real estate business empire, meanwhile, has proposed to purchase the 15.5-acre site and four other sites for $50 million....

The grand jury probe is ongoing, county officials said Monday, meaning it is possible other charges will be brought.

Some 24 states have passed right-to-work laws, which allow workers free choice with respect to being represented by a labor union. The other 26 states permit union shop labor agreements that require employees to join the labor union representing workers where one exists, or at least pay dues to that union.

The right-to-work states have had substantially more economic success than the others that restrict individual rights with respect to employment. Perhaps the ultimate test of the quality of life of an area is whether people move into or away from it.

Migration

A net movement into a state is a strong indication that people perceive that life will be better there than that in the area from which they came. Over time, there has been a dramatic movement from the states without right to work laws to ones where the laws exist.

Consider the first decade of this century: from 2000 to 2009, nearly five million native-born Americans moved from the non-right-to- work states into the 22 states with right-to-work laws.  On average, over 50 Americans moved to states with those perceived better employment opportunities every hour — night and day, seven days a week.

Those perceptions were accurate. Through the last one-third of a century since the late 1970s, employment growth in the right-to-work states was twice as great, in percentage terms, as in states without those laws.

Not surprisingly, income growth has been dramatically higher in the right to work states. And, despite the increasing number of mouths to feed in those states, income per person also rose faster.

"MARQUETTE – With a $7,775 grant from the Michigan Economic Development Corporation, Dia de los Tacos food truck owner Mike Walker is looking to upgrade his restaurant on wheels.
 “We started out with a pretty small amount of seed money and bringing in that influx of cash is really going to help us be a bit more stable,” Walker said.
 The grant is part of the MEDC’s Mobile Cuisine Start up Program, which is intended to “expand the mobile cuisine, or food truck, industry throughout Michigan,” according to an MEDC-issued press release.
 The program provided one-time grants of up to $10,000 to new food truck businesses or to growing pre-existing businesses.
It required at least a 25 percent match from the business, though projects with a higher match were scored more favorably."
