So encouraging poor and working-class kids to go to college may leave them without a degree, but with debt, and thus worse off than if they hadn’t gone at all.
This is something I’ve talked about before. 
But read the whole thing, as there’s a lot of interesting stuff going on at UT-Austin, though I question whether it will scale.

Federal employees and a contractor diverted more than $1 million of charitable contributions to spending on themselves for in-office massages, meals at every meeting and other luxuries and unnecessary expenses, a government audit found.
They called themselves "volunteers" and said they needed "motivation" to help the less fortunate, even though some 41 federal workers were being paid full-time salaries to administer just one local chapter of the government's annual workplace charity drive, the Combined Federal Campaign.

The legislation would do several other things, including placing a freeze on a required expansion of renewable energy use and mandated energy efficiency standards for two years. 
During those two years the actual effects of the law would be reviewed to determine if it should undergo further changes.
"People talk about this stuff as being green, but the only green involved seems to be the money. 
The mandate means the utilities can't shop out-of-state for less expensive energy and the resulting higher costs are passed on to residents and businesses.
...Obviously when the in-state energy producers have no competition they have no reason to keep prices down."

"Mark explains that Senator Carl Levin, whom he describes as a nasty man, is in the most powerful position in the Senate. As the Chairman of the Subcommittee Investigative Committee, he has standing subpoena power. In a flagrant abuse of power, he used his position to write letters that threatened the IRS and pushed them to go after Tea Party groups. Even worse, Mark said, “he wasn’t just calling for the investigation of these groups, he was calling for the prosecution of these groups.”

Carl Levin is retiring and, at that time, there will be no constitutional protection to provide him immunity. He will have to answer for what Mark says is “working hand in glove with the Internal Revenue Service to unleash the IRS, or as I call it the IRSS, against many of you and many of the organizations that you hold dear.” Mark calls for even further action against Carl Levin. "

Four of the bills would enable payment of a state grant to Detroit that many regard as a partial bailout (House Bills 5572 to 5575).
Two of these grant bills envision a one-time $195 million up-front payment, while another would authorize state borrowing of $350 million as a means of ensuring future Legislatures follow through on the current Legislature’s commitment to deliver the money in annual $17.5 million installments over 20 years.
The value transferred by either approach is about the same — $195 million right now is worth roughly the same as $350 million over 20 years.
The Legislature would pick one or the other method, but not both.

Socialism is, by a very wide margin, the worst disaster in the history of the human race. 
Nothing else comes close. 
It always fails, and it always brings death-dealing totalitarianism in its wake. 
Socialism is, in essence, rule by a criminal gang. 
It generally works for members of the gang, but it never works for anyone else.

Given socialism’s history of universal and comprehensive failure, why does the idea still have allure for so many Westerners who have not experienced it?
This remains, in my view, a great mystery, unless one assumes that there are lots of people who envision themselves as part of the ruling gang.
Seen from that perspective, maybe socialism looks OK.

In City Journal, Michael Totten reports on his visit to “The Last Communist City,” Havana. Cuba has the fascination of a train wreck.
Among the country’s most striking features is its rigid caste system.
Members of the ruling elite–the criminal gang, i.e. the Communist Party–live in a semi-capitalist bubble and are able to enjoy not just power, but relatively luxurious living conditions. 
Everyone else bears the full brunt of socialism, and is mired in want and misery:

The most significant step taken after New York City's near-bankruptcy in 1975 was to curb creative-accounting practices.
How was that accomplished?
Through a state requirement that the city balance its budget in accordance with generally accepted accounting principles.
The city has not had a fiscal crisis since.
...Sadly, no other local government chose to follow the example of New York City, a choice that has led to chronic shortfalls.
....The report's main finding is that in most states and cities the problems are structural and the crisis is deepening.
.....But the most critical piece of the states' fiscal dilemma is that they are borrowing to cover their operating deficits.
They do this directly—by issuing debt securities—but also indirectly.
Some states, like New York, make contributions to their pension systems in promissory notes rather than cash.
States and cities also sell assets and treat the proceeds as operating revenues, in effect selling off the family silver to stay afloat.
...The political difficulty involved in such a step will be far less than the pain that will result if states and localities are not forced to move toward a responsible system of accrual budgeting.
One thing is clear: 
Continuing to use cash budgeting practices that allow states and cities to inflate revenues, defer costs and multiply the burdens on future generations is the worst option.
