A Michigan House committee on Wednesday approved a package of bills that gives a partial bailout to Detroit and continues to allow the city the ability to rack up unfunded retiree liabilities.
......Initially, one of the bills, House Bill 5568, would have ended Detroit's defined benefit pension system and shifted new employees to a defined contribution, 401(k)-type plan. 
The city had been using overly optimistic assumptions and funding practices that contributed to the bankruptcy.
Because of the underfunding, retiree benefits were gobbling up 40 percent of Detroit's general fund budget and were projected to be 70 percent in 2023.
Defined contribution plans cannot rack up unfunded liabilities.
But the bill was changed by the committee. 
The legislation that passed out of committee allows the city to leave open its pension plan and rack up liabilities in the future.
"The city may offer any retirement plan it wants," Committee Chairman Rep. John Walsh, R-Livonia, told The Detroit News.
......James Hohman, assistant director of fiscal policy at the Mackinac Center for Public Policy, said the state should not leave worker retirement money in the hands of politicians by not closing the system.
"Detroit is in bankruptcy court asking for concessions from pensioners because the city underfunded the pensions it promised its employees," Hohman said.
"Are legislators going to prevent the city from being in this situation again or not? 
This bill says they will not."

But even with the federal government picking up 90 percent of the cost, Michigan taxpayers are not completely off the hook for state taxes.
Ten percent of a very big number is still a very big number.
In fact, over the next 10 years, it is estimated the Medicaid expansion will cost Michigan taxpayers $2.25 billion.
Even those estimates significantly underestimate the cost because they ignore a second category of recipients likely to be added to the Medicaid rolls if this expansion moves forward, what the Robert Wood Johnson Foundation has dubbed “the woodwork effect.”
As the Medicaid expansion moves forward, thousands of Michigan residents will discover that they are eligible for Medicaid.
Some of these people will be uninsured, but others will either be paying for insurance themselves or receiving it from their employer.
Now some will sign up for Medicaid.
In fact, it has been estimated that 202,000 people, roughly 37 percent of the 547,000 new Medicaid recipients enrolled under the expansion, would be “coming out of the woodwork.”
This group is not eligible for the 90/10 match, but is covered under the old formula, for which Michigan is responsible for nearly 34 percent of the cost.
While there have been no reliable estimates for Michigan of the additional cost from “woodwork” recipients, it is safe to assume that the woodwork effect would significantly increase the total cost to Michigan taxpayers.
This comes at a time when Medicaid already consumes 21 percent of Michigan’s budget, more than education or transportation.
Of course, any estimate of state costs assumes that the federal government will keep its side of the bargain when it comes to future funding.
But with Washington facing an ongoing debt crisis, Medicaid funding will almost certainly be on the table.
.......It is also worth noting that the combination of the Medicaid expansion and the woodwork effect would mean that nearly a quarter of Michigan residents will be on Medicaid, a massive increase in dependency and government control over the health care system.

Third, if you get caught in a situation where a Medicaid claim on the home or other assets may be inevitable, make sure to review all legal options with a competent elder law practitioner. 
You may qualify for an exception.  
For example, if the home is occupied by a spouse, disabled or dependent child the recovery cannot be carried out.

"We're just taking it off the menu," said Sarah Eichenberger, assistant general manager of marketing and promotions.
The team is believed to be the first in the nation to make such a move.
It's due to the growing number of people with peanut allergies.
It's a number that has tripled in recent years.
....."We're getting rid of peanut M&Ms as well and then we had those lovely Drumstick ice cream cones that we all love that have peanuts on top of them," she said.

A public utility in the U.S. was compromised after attackers took advantage of a weak password security system, according to a U.S. Department of Homeland Security team that studies cyberattacks against critical infrastructure.
The utility, which was not identified, was vulnerable to a brute-force attack, where hackers try different combinations of passwords until the right one is found.
An investigation showed the utility was attacked before.
“It was determined that the systems were likely exposed to numerous security threats, and previous intrusion activity was also identified,” ICS-CERT wrote in the report.
The U.S. government has long warned that critical infrastructure such as power and water plants are at risk of cyberattack, as many of their IT systems have not been rigorously audited for vulnerabilities and configuration mistakes.

Electricity prices are probably on their way up across much of the U.S. as coal-fired plants, the dominant source of cheap power, shut down in response to environmental regulations and economic forces.

New and tighter pollution rules and tough competition from cleaner sources such as natural gas, wind and solar will lead to the closings of dozens of coal-burning plants across 20 states over the next three years.
And many of those that stay open will need expensive retrofits.
Because of these and other factors, the Energy Department predicts retail power prices will rise 4 percent on average this year, the biggest increase since 2008.
By 2020, prices are expected to climb an additional 13 percent, a forecast that does not include the costs of coming environmental rules.

And now, it turns out that the city has not been recycling thousands of the cans, as the administration of Mayor Vincent C. Gray (D) had promised — but chucking them instead.
City officials admitted Tuesday that sanitation crews dumped at least 132 truckloads of plastic bins — a third of the more than 16,000 old cans collected last week — alongside city waste and hauled them all off to Virginia to be incinerated.
A spokeswoman said that throwing away the cans was ultimately a safety decision made after streets and alleyways became overly congested.

Medical care spending — which consumes about 40% of the VA's budget — has climbed 193% over those years, while the number of patients served by the VA each year went up just 68%, according to data from the VA.
From 2008 to 2012 alone, per-patient spending at the VA climbed 27%. To put that in perspective, per capita health spending nationwide rose just 13% during those years.
And per-enrollee spending for Medicare went up only 10%, government data show.
