The FBI misused its powerful digital surveillance powers nearly 300,000 times between 2020 and early 2021, including against January 6 protesters, according to a newly unsealed court document.
The powers, authorized by Section 702 of the Foreign Intelligence Surveillance Act (FISA), allows FBI agents to search a database of electronic communications and other information, meant to look for foreign intelligence or terrorist activity.

Thomas Patrick Cavanagh is an aerospace engineer who was sentenced in 1985 after being convicted of trying to sell stealth bomber secrets to the Soviet Union.
Biography[edit]
Cavanagh was arrested at a hotel in Commerce, California, in December 1984, by FBI agents posing as Soviet spies. Cavanagh worked at Northrop, and at the time was undergoing a divorce, and was heavily in debt. He tried to sell classified technology and information for $25,000. The sum in 1984 is equivalent to $65,000 in 2021.
He was sentenced to life in prison.[1][2] He was released on parole on March 1, 2001.[3]
