"The ACA was supposed to guarantee that every American could afford health insurance.
Not only has it failed to do so, but a more spectacular failure is imminent.
It’s about to get a whole lot harder to be sick and poor in America.
Health insurance company Aetna is pulling out of Obamacare in most states.
After announcing a $300 million loss, the company joins UnitedHealth Group Inc. and Humana Inc. which also lost hundreds of millions of dollars by participating in Obamacare exchanges. Anthem and Cigna have also complained about losses from participation.
Why are they leaving?
The ACA only helps the very poor and very sick.
To make insurance affordable for those people, the ACA subsidizes their insurance premiums.
Very sick people cost a lot more to insure but don’t bring in any more revenue because Obamacare outlaws that.
To do this, the poor and sick buy their insurance on state-run exchanges.
Obamacare made state governments act as insurance brokers.
Image result for oamacare failIt also forced every American to become a customer of a health insurance company, though they could choose which one.
In exchange for this tremendous handout from the federal government, insurance companies agreed to sell Obamacare through the state governments.
Obamacare’s subsidies made very generous insurance affordable for poor, sick Americans.
The subsidies meant that millions of Americans were insured for the first time in decades.
But the ACA didn’t make insuring poor, sick Americans profitable for insurance companies.
The ACA doesn’t force companies to sell insurance to poor, sick Americans.
So you have to buy it, but the companies don’t have to sell it to you.
The vast majority of the people who are buying insurance from Aetna, UnitedHealth Group Inc., and Humana Inc. on the exchanges are very sick.
Very sick people cost a lot more to insure but don’t bring in any more revenue because Obamacare outlaws that.
That leaves Aetna with two choices.
It cannot continue to insure these people until they bleed the company dry and then declare bankruptcy even if they wanted to because they’re obligated to shareholders. 
Their only options are to raise premiums significantly or dump most of their 850,000 exchange customers.

"PARIS (AP) — The French Justice ministry says a suspected Islamic extremist has been mistakenly granted too much money in damages for being kept in custody before a judge eventually dismissed his case.
Farouk Ben Abbes was placed in custody in 2010 after being given preliminary terrorist charges and he sought damages when he was released after the case was dismissed, the ministry said in a statement released Thursday after press reports disclosed details.
Ben Abbes has also been charged with terrorism offenses in a separate case and is under house arrest awaiting a decision by an investigating judge about whether or not he should face trial.
A first court granted Ben Abbes 17,960 euros ($20,330) in damages relating to the first case, but a second ruling reduced the sum to 6,000 euros ($6,800) after the state filed an appeal, the ministry said.
But, in February, the damages were wrongly paid based on the first ruling instead of the last one. 
As a result, Ben Abbes received an extra 11,960 euros ($13,560), plus interest and lawyer fees.
...Ben Abbes had been charged in 2010 on suspicion of planning to attack the Bataclan, the Paris concert hall that was eventually attacked in November, press reports said.
But, at the end of the investigation, the judge decided to dismiss his case due to lack of evidence.
The Belgian-Tunisian is suspected of being close to Fabien Clain, a Frenchman who claimed responsibility for last year's Paris attacks on behalf of the Islamic State group."

On the floor of a remote island lagoon halfway between Hawaii and Fiji, the giant reef site had been devastated by unusually warm water. Its remains looked like a pile of drab dinner plates tossed into the sea. Research dives in 2009 and 2012 had shown little improvement in the coral colonies.
Then in 2015, a team of marine biologists was stunned and overjoyed to find Coral Castles, genus Acropora, once again teeming with life.
But the rebound came with a big question:
Could the enormous and presumably still fragile coral survive what would be the hottest year on record?
This month, the Massachusetts-based research team finished a new exploration of the reefs in the secluded Phoenix Islands, a tiny Pacific archipelago, and were thrilled by what they saw.
When they splashed out of an inflatable dinghy to examine Coral Castles closely, they were greeted with a vista of bright greens and purples — unmistakable signs of life.
“Everything looked just magnificent,” said Jan Witting, the expedition’s chief scientist and a researcher at Sea Education Association, based in Woods Hole, Mass..."

"WASHINGTON — The Obama administration’s $400 million payoff to Iran was followed by a second transfer of $1.3 billion, it was reported Tuesday.
President Obama took considerable flak for the first payment, which coincided with the release in January of four Americans being held by Tehran.
Critics charged that the move smacked of ransom, which the US has pledged never to pay.
The $400 million was the first installment of a $1.7 billion settlement with Iran to resolve a dispute over a failed arms deal signed before the 1979 fall of the shah.
But there was no word about what happened to the rest of the debt — $1.3 billion.
On Tuesday, The Weekly Standard reported that the second payment was also quietly delivered.
Assistant Secretary of State for Legislative Affairs Julia Frifield sent a letter to Congress on March 17, 2016, stating, “Iran received the balance of $400 million in the Trust Fund as well as roughly $1.3 billion representing a compromise on the interest,” according to the magazine.
This payment was likely made in cash, since the US has no banking relationship with Tehran.
Wooden pallets stacked with euros, Swiss francs and other currencies were flown into Iran in an unmarked cargo plane to cover the first $400 million.
“The reason that we had to give them cash is precisely because we are so strict in maintaining sanctions — and we don’t have a banking relationship with Iran — that we couldn’t send them a check,” Obama said in an Aug. 4 press conference.

But is it the policies of Denmark that we should admire, or is there something special about being Danish?
A closer look at the evidence shows a more complex picture and one actually pretty favorable to the American way.
Nima Sanandaji, a Swedish policy analyst and president of European Centre for Entrepreneurship and Policy Reform, has recently published a book called "Debunking Utopia: Exposing the Myth of Nordic Socialism." 
And while the title may be overstated, his best facts and figures are persuasive.
For instance, Danish-Americans have a measured living standard about 55 percent higher than the Danes in Denmark. 
Swedish-Americans have a living standard 53 percent higher than the Swedes, and Finnish-Americans have a living standard 59 percent higher than those back in Finland..."

They like to say that when officers kiss family members goodbye in the morning, they don’t know whether they will return home to them that evening.
This is true.
But here’s a concern I have heard mentioned:
When officers kiss their families goodbye in the morning, they don’t know in what spirit they will return home to them that evening.
Officers who police crime infested neighborhoods may well return home dispirited.
Take the neighborhood in Milwaukee where a black officer killed Sylville Smith.

Lowry notes that Smith had a long arrest record.
It included arrests for a shooting, a robbery, carrying a concealed weapon, theft, and possession of heroin and cocaine.
He beat a shooting rap at a jury trial in 2015 when a witness recanted, allegedly after Smith intimidated him.
...But never fear.
The U.S. Department of Justice has an answer.
It has been pushing localities to provide “implicit bias training” for police officers and will require federal law enforcement officers and prosecutors to undergo it. 
Loretta Lynch is a big fan.
Joe Davidson discusses this development in a column for the Washington Post. Davidson’s report is deficient, though.
He never tells his readers what “implicit bias training,” or for that mater “implicit bias,” is.
We are told what “implicit bias” it is not.
It’s “distinct from explicit bias”.
We are also told that “it is something we all carry around unconsciously in one form or another.”
But what is it that we “all carry around unconsciously” and how does it manifest itself?..."

“One of the guests at a rescue mission overheard someone on the street saying, ‘Dude, if you go down to the rescue mission and tell them you’re transgender, you can sleep in the women’s dorm and even shower with them,'” Ashmen told the paper. “So that idea is out there, but I don’t know of any missions that have called the police because of it.”"

Hillary Clinton wants to increase taxes on the wealthy to fund her ambitious federal program. 
Trump is proposing a tax cut that would definitely reduce revenues over the next decade by $10 trillion.  
Furthermore, Clinton wants to significantly boost entitlements; 
Trump want entitlement spending protected.
The economics professor cited how the Congressional Office is projecting federal debt increase to equal more than 100% of the national debt over the next decade.
For him, it's highly questionable whether higher tax rates would increase tax revenues in the long run. Instead, they would foster retardation and stagnation in economic growth.
Poulson's solution to this nation's $20 trillion federal debt crisis, and the impending financial collapse of this Nation's economy, calls for a new fiscal rule, a national debt brake, similar to the fiscal rules enacted in Switzerland.
The Swiss Debt Brake requires that expenditures are equal to revenue in a given year adjusted for the ratio of actual income to potential income.
Potential income is estimated using the trend rate of growth in income in prior years..."

That Germany is running a disturbingly large external imbalance is hardly open to question. According to the most recent official balance of payments data, Germany’s external current account deficit rose to the highest level on record.
It is now on track to remain above 8.5 percent of gross domestic product for the year as a whole, which would be around three times the size of China’s current account surplus.
Making this surplus all the more troubling is the fact that it is occurring at a time when the German economy is cyclically in a very much stronger position than its European partners..."

“This is just one study, but there are others in Canada and internationally that point to the fact that payment incentives alone aren’t likely to bring about the changes we need in primary care,”  Lavergne, an assistant professor in the health sciences faculty, said in an interview.
The complex care fee cost taxpayers an annual average of $43 million in its first three years.
The most recent Ministry of Health fee-for-service report shows doctors billed just under $56 million to oversee 174,893 complex patients in 2014-15, in addition to regular office visit fees and other billing."

#RuralPride Campaign: LGBT Rural Summit Series is part of an effort by the USDA, the National Center for Lesbian Rights and the True Colors Fund – an LGBT homelessness group started by singer Cyndi Lauper – to reach out to LGBT people who live in rural areas.
Agriculture Secretary Tom Vilsack will be the keynote speaker, according to a press release by the law school.
Other speakers will include university employee Matt Russell, of Drake’s Agricultural Law Center, whose experience includes farming with his husband."
