The bill could come due because of a financial arrangement, known as interest-rate swaps contracts, that the city has entered into with several banks to stabilize interest rates on about $3 billion of debt. The deals require the city to maintain a certain credit level. If Moody’s Investors Service drops Chicago a notch, the financial institutions involved could demand $110 million. Falling two more notches could add another $86 million for a grand total approaching $200 million.
For anyone needing one more harbinger of dark days to come if Chicago doesn’t take on its public employee pension albatross, the Sun-Times served one up this week.
If the city’s already-low credit rating drops just one notch — highly likely if the city’s massive police and fire pension bills aren’t dealt with — the city could be on the immediate hook for $110 million, the Sun-Times’ Dan Mihalopoulos’ reported on Wednesday.

Leadership in both the House and Senate worked brilliantly to overcome fears of voter backlash and the provincialism that had created two Michigans — Detroit and everyone else. The overwhelming passage of the bills has implications, not just for the grand bargain, but for the prospect of a more cooperative Detroit-Lansing relationship going forward.
Detroit will need even more support to get back on its feet after the bankruptcy. The goal, a thriving urban locus in southeast Michigan, will require a series of investments to counter both the disinvestment that has characterized the city’s relationship with the state and the prolonged decay that has brought the city so low. If you're looking for answers about what happened to those "lost" IRS emails, you better buckle in for the long haul.As investigative journalist Sharyl Attkisson points out the EPA destroyed emails back in the 1990s and now thirteen years after a lawsuit, there is closure in the case but the emails are still gone.
According to an Associated Press report, a federal judge has held the EPA in contempt for destroying computer files sought after by a conservative group: Landmark Legal Foundation.
It’s taken more than 13 years.
U.S. District Judge Royce Lamberth had ordered the EPA on Jan. 19, 2001, at the end of the Clinton administration, to preserve all documents relevant to a Freedom of Information Act request by Landmark regarding the federal agency’s contact with outside groups. That same day, EPA Administrator Carol Browner asked a technician to delete her computer files. Browner later testified that she was unaware of the court order and simply wanted to remove some games from her work computer.
According to AP, EPA officials later admitted wiping clean the computer files from Browner and other top staff despite Lamberth’s order.
In finding the EPA in contempt this week, Judge Lamberth ordered the agency to pay Landmark’s legal fees. That means that ultimately taxpayers foot the bill for the EPA’s misconduct.

But could the United Nations soon help the Detroit Water and Sewerage Department provide the service to struggling customers?
Water department spokeswoman Curtrise Garner says it’s a possibility — but for now, the water bills must be paid.
“We do have programs that do help those that are just totally in need; can’t afford it — but we also know that there are also people who can’t afford it would can not pay and we know this because, once we shut water off, the next day they are in paying the bill in full. So we do know that that has become a habit as well,” said Garner.
“At the DWAS Department — it’s not our goal to shut off water. We want people’s water on, just like they do; but you do have to pay for your water…That’s the bottom line.”
Garner said the reality is that nearly half of Detroit Water and Sewerage customers can’t pay their bills; and that has led activists to lobby the UN to step up and take action.
