Councilmember Mike O’Brien will likely introduce the legislation next week. 
If passed, it is expected that the regulations will go in effect next summer.

She didn’t interview the guest herself, but rather commented on a previous interview done by her colleague in which the other CNN anchor tried to bait guest Peter Gaynor, acting FEMA director, into blaming global warming:

...Despite much hype, Germany still generates just 35% of its electricity from renewables.
And if biomass burning, often dirtier than coal, is excluded, wind, water and solar electricity in Germany accounted for just 27% of electricity generation in 2018.
But McKinsey issues its strongest warning when it comes to Germany's increasingly insecure energy supply due to its heavy reliance on intermittent solar and wind.
For three days in June 2019, the electricity grid came close to black-outs.

And climate science has always suffered from the problem of shaky and missing data. Seventy percent of the globe is covered by ocean, where data is hard to collect. 
Reliable weather records only go back to about 1850 and, in many parts of the world, are far more recent. 
Modern recording weather stations date only to the early 20th century.
And many of those stations have a big problem. 
While they haven’t changed appreciably over the years, the land around them has changed, often profoundly, with the great growth in urban and suburban areas.
