You do not want to be in a war zone and have to explain why 80% of your choppers are grounded. You can’t just order the aircraft ungrounded – you need to get the maintainers to maintain and sign off. But the OR rate kept dropping, and no amount of threats, screaming, and other fulminations could bring it up. The generals relieved the commander; oddly, the OR rate shot right up under the new CO. So, all resistance is not necessarily kinetic...
