"There's been a lot of confusion about the decision by Senate Judiciary Committee chairman Chuck Grassley and crime subcommittee chairman Lindsey Graham to refer Christopher Steele, author of the Trump dossier, to the Justice Department for a possible criminal investigation.

...But there has been much speculation that the FBI used information from the uncorroborated dossier to seek court permission to spy on Americans in the Trump-Russia investigation.
That would be a big deal, and it is an issue House and Senate Republicans are determined to sort out.
