I'm actually impressed at the total lack of specificity in this legislation.

- What constitutes "imminent"?
- What constitutes an "injury"?
- What does "reasonable" mean?
- What does it take to be an "identifiable person"?
Almost every word is so flexible, so arbitrary and capricious, it is totally dependent upon interpretation by someone or some entity.
It's like Justice Potter Stewart's infamous definition of obscenity - paraphrased as "I can't define obscenity but I know it when I see it."
