I know. 

I was on a board there appointed by my client Diane Ravitch, in 1990, and read a few of the grant proposals they were handing out big money to and they were 100% total absurdity and fraud. 

• When you raised this at the meeting, to the astonishment and alarm of others at the meeting, they said, we are forced to give the money out by Congress. 
• It is illegal to not give the money out. 
• So we give it out to any crook or flake we feel like and bore you to tears at these stupid meetings blabbing to you about how our staff is learning Excel. 

We're not ashamed by this. 

It's what we do. 

We don't care. 

Go ahead and write angry letters.
