- During a panel on criminal justice, Sgt. Shaun Kozal stressed the need for help from the community. He said there have been no tips on the suspect who fatally shot 15-year-old Tayvon Watson on Feb. 24. “A 15-year-old was killed in this community and not one person has called Silent Observer or called the police department or put a tip in on our app about anything – that, to me, is unacceptable,” Kozal said.
