• Local authorities, particularly those with a duty to protect the girls, avoided taking action to protect their own reputations or prevent accusations of racism. 
• More horrifying was that serving police officers were involved with the gangs, with survivors alleging officers provided drugs, engaged in sexual assault, and tipped off the gangs...
