It’s been nearly two years since Lois Lerner planted a question at an American Bar Association gathering to slip in the fact that the IRS had singled out Tea Party groups for special scrutiny.
Since then, we’ve learned the following:
  • We’re not going to get more from Lerner, who invoked the Fifth before Congress.
  •  We’re not going to get real answers from IRS chief John Koskinen. To the contrary, the only assurance from him that we’re sure he’ll make good on is his recent promise that Americans will get terrible service from the IRS this year.
  •  We’re not going to get any help from the Justice Department, which has refused to follow up Congress’ finding of contempt against Lerner by referring her case to a grand jury.
Still, we do know this.
Contrary to earlier assertions by the IRS, the Lois Lerner ­e-mails Congress sought were not lost forever.
Sen. Ron Johnson (R-Wisc.), who chairs the Senate’s Homeland Security and Government Affairs Committee, says authorities have now managed to recover roughly 16,000 Lerner e-mails.
This has led Johnson to send Koskinen a letter in which the senator writes, “I respectfully request your assistance in better understanding the IRS’s document-retention and -production process.”
We prefer the way the senator put it on Fox News: “I smell a rat. I smell a number of rats, and that’s what we are going to get to the bottom of.”

We have been in close contact with our Danish counterparts and stand ready to lend any assistance necessary to the investigation.”
The statement was issued after the first shooting in Copenhagen on Saturday but before the killing of a Jewish man at a synagogue in the Danish capital."

"The vacant and dilapidated Capitol Park Building in downtown Detroit is a step closer to offering upscale, market-rate apartments.
State development officials approved Friday a $1-million grant to help a trio of developers transform the 11-story building at the corner of Griswold and State into 63 apartments and nearly 15,000 square feet of commercial space. The address is 1145 Griswold.
Plans call for nine studio apartments, 45 one-bedroom units and nine two-bedroom units. The units are expected to rent for more than $1.80 per square foot, according to state documents, although final rates haven't been set. The project's planned completion date was not available Friday.
The project, dubbed Capitol Park Lofts, is to involve a total of $22.7 million in investment, including a $6-million state bridge loan and $3.1 million in federal historic tax credits. It gets its name from nearby Capitol Park, once home to Michigan's first state capitol building.
Although leasing rates for apartments and commercial space have been rising in Detroit, redevelopment projects still require significant subsidies to be financially feasible."

"LANSING -- Michigan is going to need to almost double the amount of college graduates living in the state by the end of the decade in order to have a competitive, knowledge-based economy, according to a report released Thursday.
Business Leaders for Michigan released their report "Business Leaders' Insights: How Higher Education Can Help Michigan Become a Top Ten State" Thursday morning.
Doug Rothwell, president and chief executive officer of the group, said higher education has a major role in Michigan's economic growth strategy.
According to the report, 34 percent of Michigan residents have a college degree.
Rothwell said that number needs to be closer to 70 percent by 2020 for Michigan to compete.
...By growing Michigan's higher education sector among the top 10 states in the country, the state would see its gross domestic product boosted by $200 million and see 40,000 potential new jobs coming to the state.
..."If you look at the education attainment rate, we're below average. Resources are below average, look at personal income levels, we're below average," Rothwell said.
"The countries and states performing the best have higher levels of education attainment and support.""

The truck slammed into a pole near Harrisburg today.
No one was hurt, but the truck is pretty banged up, including a smashed windshield and serious damage to the front of the “bun” fender. 
Oscar Mayer has several “wienermobiles,” all shaped like a hot dog bun."

Sadly, the era of the submarine could be coming to an end.
New types of detection technology could make the stealth capabilities of subs obsolete, just like the age of flight made the battleship into a floating museum:
"The ability of submarines to hide through quieting alone will decrease as each successive decibel of noise reduction becomes more expensive and as new detection methods mature that rely on phenomena other than sounds emanating from a submarine. 
These techniques include lower frequency active sonar and non-acoustic methods that detect submarine wakes or (at short ranges) bounce laser or light-emitting diode (LED) light off a submarine hull.
The physics behind most of these alternative techniques has been known for decades, but was not exploited because computer processors were too slow to run the detailed models needed to see small changes in the environment caused by a quiet submarine. 
Today, "big data" processing enables advanced navies to run sophisticated oceanographic models in real time to exploit these detection techniques.
As they become more prevalent, they could make some coastal areas too hazardous for manned submarines."

"The makers of the video identify themselves as the Tripoli Province of the Islamic State group — the Islamic militant group that controls about a third of Syria and Iraq. Militants in Libya claiming affiliation with the Islamic State group had been holding 21 Egyptian Coptic Christians hostage for weeks.

The Associated Press could not immediately independently verify the video.

"WASHINGTON — The military’s Tricare health insurance is a broken system that is now in a “death spiral” and must be replaced, a congressional review commission told the House on Wednesday.
The insurance has been veering toward less choice and access since it was created and now falls far behind other networks in its number of providers and ability to incorporate new types of medical care, members of the Military Retirement and Compensation Modernization Commission testified before an Armed Services subcommittee.
...“Tricare is a broken system … do not get sucked into the status quo,” Buyer said.
He said the essential problem with the military’s system is that it has driven down costs by reducing its reimbursements to health care providers below that paid to Medicare, the government subsidized insurance system that functions as a measuring stick for the industry.

The funds are typically used for large-scale improvements such as replacing roofs old plumbing and electrical systems.
A total $31 million will go to public housing authorities in Michigan.
..."We plan to build a café in our lobby for our residents," said Muskegon Housing Commission Director Gerald Minott II.
He said the café design would allow make use of sunlight.
Other plans include new apartment flooring and a building-wide sprinkler system. Sprinkler systems are currently only on a few floors of the 42-year-old apartment building.
