"The state is staring down a $1.8 billion budget gap entering next fiscal year, Gov. Charlie Baker will announce today when he unveils his first budget — a $38 billion proposal that includes deep cuts to the state’s Medicaid program but keeps his vow not to raise taxes.
The deficit, which Baker is expected to detail at an afternoon press conference, is driven in part by nearly a $1 billion in new net spending at MassHealth and exceeds even the projections of the Massachusetts Taxpayers Foundation, which had pegged the total gap at $1.5 billion in recent weeks.
...To close the gap, Baker wants to slice $761 million from the mammoth state Medicaid program, including through a review of the eligibility of more than 1.2 million subscribers, which his budget team estimates will save $210 million.
...Among other health-care reforms, the governor proposes limiting opioid prescriptions to 14 days and not increasing reimbursement rates to nursing homes.
Baker’s budget also would eliminate payments for chiropractic services through the state program — the only benefit directly cut or reduced, aides said — which will amount to $300,000 in savings."

(“March Forth”) is National Grammar Day. In past years, the National Grammar Day organization promoted the annual date as follows: 
“Language is something to be celebrated, and March 4 is the perfect day to do it. It’s not only a date, it’s an imperative: March forth on March 4 to speak well, write well, and help others do the same!”
To celebrate National Grammar Day, here are my top 10 grammar-related items:
1. It’s vs. Its I. I frequently post on CD about my personal choice for the most common grammar/spelling/punctuation mistake in the English language: the frequent misuse of “it’s” (contraction for “it is”) when it should be “its” (possessive). Here’s some evidence for my claim that this is the most common mistake:
Exhibit A: A Google search shows more than 100,000 results for the incorrect phrase “meet it’s obligations.”
Exhibit B: A Google search finds more than 15 million! results for the incorrect phrase “at it’s best.”
Exhibit C: A Google search for the incorrect phrase “it’s fullest” finds more than 400,000 results.
Exhibit D: Do a Google search for “in it’s own right,” and you’ll get more than 400,000 results.

What’s so difficult about such a simple grammar/spelling/punctuation rule that is supposed to be taught in grade school? It’s really pretty basic: “It’s” is always a contraction for “it is,” and if you can’t substitute “it is” for “it’s” in a sentence, you know it’s wrong, e.g. “the company couldn’t meet it’s obligation,” and “boxing at it’s best” are both wrong because you can’t substitute “it is” in those sentences for “it’s.”

2. It’s vs. Its II. From the comment section of CD and from the web, here are some recent examples of the misuse of it’s for its:
a. The nominal minimum wage might be rising but it’s actual value is not.

Here’s Why, here’s a slice:
On the face of it, my zero tolerance approach to grammar errors might seem a little unfair. After all, grammar has nothing to do with job performance, or creativity, or intelligence, right? Wrong. If it takes someone more than 20 years to notice how to properly use “it’s,” then that’s not a learning curve I’m comfortable with. So, even in this hyper-competitive market, I will pass on a great programmer who cannot write.
Grammar signifies more than just a person’s ability to remember high school English. I’ve found that people who make fewer mistakes on a grammar test also make fewer mistakes when they are doing something completely unrelated to writing — like stocking shelves or labeling parts.
I hire people who care about those details. Applicants who don’t think writing is important are likely to think lots of other (important) things also aren’t important. And I guarantee that even if other companies aren’t issuing grammar tests, they pay attention to sloppy mistakes on résumés. After all, sloppy is as sloppy does.
That’s why I grammar test people who walk in the door looking for a job. Grammar is my litmus test. All applicants say they’re detail-oriented; I just make my employees prove it.

“The sport of professional barbecue is extremely American and family oriented,”said pitmaster Jeff Petkevicius.
So you can imagine Jeff’s extreme displeasure when organizers of an Alabama barbecue competition ordered him – along with other competitors to take down the American flags hanging from their barbecue trailers.
The star-spangled banner has survived bombs bursting in air and the rocket’s red glare – only to be done-in by an ordinance that doesn’t exist.
It happened Feb. 27th at the Sam’s Club National BBQ Competition in Daphne, Ala., sponsored by the Kansas City Barbecue Society. 
...Last Friday Jeff rolled into town with his barbecue trailer and promptly hoisted Old Glory.
Not too long after, one of the organizers of the event told Jeff to take down the flag.
...So why were the patriotic pitmasters told to take down the flags?
Jeff said they were told by event organizers that the flags violated a city ordinance in Daphne. 
But that allegation turned out to be false.
“No one from the city advised or asked anyone to take down flags of any type,” Mayor Dane Haygood told me.
“”We proudly and boldly display American flags and we encourage everyone in the community to do the same.”
It turns out the order to remove the flags came from the tour director of the Kansas City Barbecue Society.
“As a measure of precaution, we asked everyone to take down any kind of signs or any kind of flags that were being displayed,” spokesman Mike McCloud told me.
“It turned out that some of those happened to be American flags.”

“My country tis of thee, sweet land of liberty of thee I sing…”  I remember singing this song when I was in school.  There was actually a time when children were taught about the exceptionalism of the United States.  Patriotic songs were sung, the Pledge of Allegiance was second nature and love of country was never in doubt.  The American way was not for sale nor was it to be compromised.  Outsiders, including our enemies and undocumented, illegal aliens, didn’t dictate what it meant to be American.   

The leaders of this country were once strong, independent, freedom minded individuals.  They didn’t cower or bow to the bullies of the world.  They didn’t pacify or appease our enemies.  Protecting our borders was an understood necessity.  Would any of them go home and leave their doors wide open?   Would they willingly risk the safety and the lives of their family members?

"The liberal stronghold of Seattle is quickly finding itself in a situation that they may want to rethink, concerning a recent ordinance to skyrocket the minimum wage to a staggering $15 per hour.
...Business owners like Kathrina Tugadi of Seattle’s El Norte Lounge have already made plans, including not hiring musicians or anything that doesn’t directly contribute to the bottom line – even saying that the business will likely not survive the wage hike when it goes into full effect.
Her business is one of many who operate on slim margins and can barely afford to hire new workers at the existing minimum wage — let alone $15 per hour.
The ordinance will quickly end in massive job loss and hours cut across the city, leaving people who once made $8 an hour with a new wage of $0 per hour.
Kshama Sawant, the ultra-liberal, anti-business council member who helped pass the new ordinance claims that local businesses wouldn’t be hurt by the new requirements and that there should be “no unintended consequences.” (H/T ViralBuzz)
...Sawant also claimed that any extra costs to employers could come out of their “extravagant profits,” which is an extreme stretch, as most of the businesses affected operate on the slimmest of margins — somewhere in the 4-7% range.
A survey company was hired by the left-leaning Seattle and they concluded that 42% of employers in the area were “very likely” to reduce the number of employees per shift and 44% were “very likely” to reduce employee hours in an attempt to survive the massive labor cost increases...

Entitled “Projections of the Size and Composition of the U.S. Population: 2014 to 2060,” the report examines the total U.S. population, native and foreign born.
Other major findings include the following:
  • The total U.S. population is projected to increase by 98.1 million between 2014 and 2060, from an estimated 319 million to 417 million respectively.
  • By 2030, all baby boomers will have reached age 65 or older. 
  • The percent of foreign born is expected to increase each decade, its rate of growth projected to outpace that of natives.
  • By 2044, the U.S. population as a whole is expected to become majority-minority.
