New Jersey middle schooler Ethan Chaplin was twirling his pencil in class when his classmate yelled out, “He’s making gun motions, send him to juvie.”
NJ.com reports:
“The story that we expelled or suspended a student is partially not true … We did exclude” the student from attending until a proper psychological evaluation was done, interim Vernon Superintendent Charles Maranzano told the (New Jersey Herald).

If a student “demonstrates odd behaviors, non-conforming behaviors, it causes us to take a closer look,” he told the newspaper.
“If a student gestures or demonstrates behavior that could be construed as a threat to others in a classroom … then that’s also a trigger for us.”
Ethan Chaplin, a Glen Meadow Middle School student, told News 12 last week that while he was twirling a pencil with a pen cap on in math class, a student who bullied him earlier in the day yelled “He’s making gun motions, send him to juvie.”
He was suspended for two days and then underwent five hours of a physical and mental exam at Riverview Medical Center’s crisis unit, his father told NJ.com."

The “solar events” caused brief blackouts in high frequency communications when they struck, twice on Tuesday morning and once this morning, all between the hours of 7 a.m. and 9 a.m. EDT.
Solar flares are bursts of radiation on the sun’s surface. 
The disturbance to Earth’s atmosphere can disrupt GPS and communications signals, according to NASA.
One of the flares created a “coronal mass ejection” that actually could come into contact with Earth on Friday, according to NOAA
The ejection is essentially a huge cloud of plasma that could hit the Earth and cause a shock wave, affecting communications systems. 
If an ejection were to hit Earth on Friday, scientists expect it would only cause a minor geo-magnetic storm, according to NOAA.

A jury earlier this year convicted Sherri Lynn Wilkins, 53, of second-degree murder, driving under the influence and hit-and-run.
Prosecutors said Wilkins' blood-alcohol level was nearly twice the legal limit when she struck 31-year-old Phillip Moreno in November 2012 as she was leaving a counseling center.
She drove 2 miles through the city of Torrance before other motorists swarmed her car at a traffic light and kept her there until police arrived.
Sherri Lynn Wilkins gets emotional in court during …Moreno was taken to a hospital, where he died.
Superior Court Judge Henry Hall said, "Ms. Wilkins demonstrated an extraordinary callousness in fleeing the scene and trying to shake Mr. Moreno's body off her car.
This is a callous murder, not an unfortunate act."
....Wilkins, who was a drug addict before she became a drug and alcohol counselor, contended she wasn't drunk that night. 
She claimed she was "self-medicating" while waiting for knee-replacement surgery and had consumed three single-serving bottles of vodka and a can of Budweiser beer and Clamato before starting to drive.
...Outside court, Whitfield said, "Nobody likes a drunk driver.
Because she was a drug and alcohol counselor, she's held to a higher standard."

System underfunding up to $25.8 billion

Public school administrators have called the costs for the teachers' pension fund a budget breaker.
They won't be happy to learn the costs are increasing.
The Michigan Public School Employees Retirement System (MPSERS) saw its unfunded liability increase to $25.8 billion in 2013 from $24.3 billion in 2012, according to the annual actuarial valuation report from the accounting firm, Gabriel Roeder Smith & Company. 
The pension liability in 2009 was about $12 billion.
....."This is why tweaks don't matter," Hohman said. "You have to stop the system from developing these unfunded liabilities. 
This plan is still a major danger to state finances."
..."MPSERS was on an unsustainable path and needed to be reformed," Murray said. 
"Gov. Snyder was adamant that the long-term, unfunded liabilities were placing an extreme burden on school budgets, draining resources from the classroom."

Lawyers, doctors and other highly trained professionals who utilized federal loans throughout their post-high school education could walk away with most or all of their graduate school debt forgiven by the federal government under the program, say experts.
“You can roll it all into one balance and it has a really powerful effect,” said Jason Delisle, director of the Federal Education Budget Project for the New America Foundation, a nonpartisan think tank.
“The chances that you will fully repay your grad school debt are very slim.”
Obama on Monday signed an executive order that expands to as many as 5 million people a program allowing federal student loan holders to cap monthly payments at 10 percent of adjusted gross income.
The program also includes debt forgiveness after 10 years for those who work for 501(c)(3) non-profits or in the public sector. 
For those in the private sector, they can stop paying off their loans after 20 years.

Citing security reasons, the U.S. has intervened in routine state public records cases and criminal trials regarding use of the technology. 
This has resulted in police departments withholding materials or heavily censoring documents in rare instances when they disclose any about the purchase and use of such powerful surveillance equipment.
Federal involvement in local open records proceedings is unusual.
It comes at a time when President Barack Obama has said he welcomes a debate on government surveillance and called for more transparency about spying in the wake of disclosures about classified federal surveillance programs."
