PORTSMOUTH, N.H. — Portsmouth doesn’t just have a committee on sustainable practices; it has a blue ribbon committee on sustainable practices.  
To distinguish itself from imposter committees or committees with no ribbons, it has announced its intent to bring an ordinance before the city council:
The ordinance is being proposed by City Councilor Brad Lown who said it’s aimed at discouraging retailers and city residents from using single-use plastic bags.
The ordinance would effectively ban the use of single-use plastic bags in some city businesses or fine companies who use them.
Portsmouth city council members want to selectively discourage with an ordinance to effectively ban some bags at some businesses.
This is what we call “foot in the door” language.  
It has exclusions that make the big box stores the target of the ban.  
This strategy will keep the local shop-keepers from storming committee meetings.  
If citizens only see opposition from large retailers and plastics industry advocates, on what passes for municipal must-see TV, the masses will remain silent and a city council pre-disposed to passing busy-body-language ordinances will enact this.
