They have created an economic class of people to whom criminal laws do not apply because they NEED this stuff (never mind that most of the "stuff" they are stealing is sold) - beyond that, they DESERVE that stuff.
As it is in economics, it is in crime - if you want more of something, subsidize it. 

If you want less, tax it. 

That not prosecuting or policing thefts of less than a certain monetary amount has increased the frequency of those crimes should come as no surprise.
