A whistleblower says a Somali-immigrant-run NGO billed taxpayers for services that were never performed — and a state audit estimated 𝗮𝗯𝗼𝘂𝘁 $𝟵𝟬𝟰,𝟬𝟬𝟬 𝗶𝗻 𝗼𝘃𝗲𝗿𝗯𝗶𝗹𝗹𝗶𝗻𝗴 from a record sample.
