"Democrats and the media insist the Community Reinvestment Act, the anti-redlining law beefed up by President Clinton, had nothing to do with the subprime mortgage crisis and recession.
But a new study by the respected National Bureau of Economic Research finds,

We find that adherence to that act led to riskier lending by banks."

The Center then factored in a state-by-state cost of living index available from political scientists William Berry, Richard Fording and Russell Hanson.
Their index values adjust for cost-of-living in every state from 1960 to 2007.
Another education website had Michigan No. 2 in the country when factoring in cost of living with salaries."
