Road improvements

The Legislature may nibble around the edges of funding for desperately needed road improvements, estimated to cost between $1 billion and $2 billion a year for the next 10 years. The Senate could take up bills that deal with things such as warranties on road projects and fines and fees for overweight trucks that have already passed the House. But a comprehensive solution, which requires some sort of revenue increase, is unlikely before November.
A bipartisan Senate work group has been meeting on the issue but has have not reached a consensus, McCann said.

Fox 2's Maurielle Lue reports that a father in a military uniform was denied access to Rochester Adams High School because of his uniform.
The father was going to the school to talk to his daughter's counselor about her schedule.
Lt. Col. Colonel Sherwood Baker, who has served in the Army for 24 years, reportedly was told by school security that he would have to go home and change if he wanted to get in the school. 
He was told the uniform might offend some students, Baker's wife Rachel Ferhadson tells Fox 2."

LANSING — The reported cost of concealed carry gun permits to Michigan taxpayers varies widely in each county, with a high of $214 per permit and a low near $3.
An analysis of county data shows estimated taxpayer costs are inconsistent across the state even though each Michigan gun carrier pays a flat $105 fee for a concealed permit, MLive.com reported. Muskegon County taxpayers pay nearly $26 to process each permit, while it costs $103 in neighboring Newaygo County, according to officials.
Michigan law requires counties to detail the cost of issuing the permits per person. There is little consistency based on the size of a county, and critics think the drastic differences make no sense.
Linda Talsma, Marquette County's clerk, isn't sure why the costs submitted by her office are listed as the lowest. She thinks the reported $3.24 cost isn't realistic.
....The state mandated charge of $105 for concealed pistol applications is split three ways, $26 for counties, $15 for sheriff's offices and $64 for the Michigan State Police.

The "busiest land port of entry in the Western Hemisphere" is getting an upgrade, and according to the U.S. General Services Administration (GSA), about a half a million dollars worth of new artwork will be part of the package. 
The San Ysidro Land Port of Entry, the border crossing facility for the San Diego-Tijuana region, has been undergoing a $735 million modernization project spanning more than a decade. 
Since phase three of the project is included in President Obama's fiscal 2015 budget, the GSA has begun soliciting contractors, and that includes artists who will be commissioned to provided approximately $500,000 in new artwork for the new buildings.

At the same time, it's becoming harder for the executives to find skilled workers, according to the survey results being released Monday.

The centers are expected to expand into a number of southeastern Michigan schools and impact hundreds of K-12 students.
The event Tuesday will be held at ACCESS in Dearborn.

The Alabama Republican announced that he was drafting legislation to close the welfare-for-weed loophole after the U.S. Department of Health and Human Services confirmed to him that marijuana shops were not off limits to EBT cards, which replaced food stamps, or other federal benefits.
“The federal government current spends roughly $750 billion each year on means-tested welfare programs across 80 different accounts.

The study pointed out that daily or near-daily use of marijuana – defined as 20 or more occasions of use in the prior 30 days – has been on the rise.
The recent low was 3.5 percent in 2007, but the rate had risen to 5.1 percent by 2013.
"This is the highest rate of daily use observed among college students since 1981 – a third of a century ago,"
Lloyd Johnston, the principal investigator of the MTF study, said in a statement.
"In other words, one in every 20 college students was smoking pot on a daily or near-daily basis in 2013, including one in every 11 males and one in every 34 females.
To put this into a longer-term perspective, from 1990 to 1994, fewer than one in 50 college students used marijuana that frequently."

FERRYSBURG, MI – City officials are mulling what sort of beasts its residents should be allowed to keep on non-farm areas inside the city limits.
Two separate requests from residents have brought issues with animals to the officials' attention this month, said Ferrysburg city manager Craig Bessinger.
One request comes from the Montambo family, which is hoping to keep goats that they've purchased.
Adam Montambo said he and his wife, Amanda, bought the goats in late 2013 after determining that several members of the family were allergic to cows' milk.

....Another resident's request concerned a honeybee colony.

Two Russian strategic bombers conducted practice cruise missile attacks on the United States during a training mission last week that defense officials say appeared timed to the NATO summit in Wales.
The Russian Tu-95 Bear bombers were tracked flying a route across the northern Atlantic near Iceland, Greenland, and Canada’s northeast.
Analysis of the flight indicated the aircraft were conducting practice runs to a pre-determined “launch box”—an optimum point for firing nuclear-armed cruise missiles at U.S. targets, said defense officials familiar with intelligence reports.
Disclosure of the nuclear bombing practice comes as a Russian general last week called for Moscow to change its doctrine to include preemptive nuclear strikes on the United States and NATO.
Gen. Yuri Yakubov, a senior Defense Ministry official, was quoted by the state-run Interfax news agency as saying that Russia’s 2010 military doctrine should be revised to identify the United States and the NATO alliance as enemies, and clearly outline the conditions for a preemptive nuclear strike against them.
Yakubov said among other needed doctrinal changes, “it is necessary to hash out the conditions under which Russia could carry out a preemptive strike with the Russian Strategic Rocket Forces”—Moscow’s nuclear forces.

"The numbers are in and the verdict is that there has been no global warming for 17 years and 11 months, according to satellite data.

Satellite data prepared by Lord Christopher Monckton shows there has been no warming trend from October of 1996 to August of 2014 — 215 months. To put this in perspective, kids graduating from high school this year have not lived through any global warming in their lifetimes.

According to Monckton — the third Viscount Monckton of Brenchley and a former policy adviser to U.K. Prime Minister Margaret Thatcher — the rate of warming has been half of what climate scientists initially predicted in the early 1990s.

The United Nations Intergovernmental Panel on Climate Change (IPCC) first predicted in 1990 that global temperatures would rise at a rate of 2.8 degrees Celsius per century. But the temperature rise since the IPCC’s prediction has only been at a rate of 1.4 degrees Celsius per century.

The so-called “pause” in global warming has baffled climate scientists, as many climate models did not predict a prolonged period of little to no warming. While some climate scientists deny the “pause” in global warming even exists, others have looked to places ocean and wind patterns for answers as to why there has been no warming for nearly two decades.

There are now literally dozens of potential explanations for the global warming “pause,” ranging from increasing volcanic activity to Chinese coal-fired power plant emissions."
