1. Kyle Rittenhouse did NOT cross state lines with a weapon. According to the Antioch, Illinois police, their investigation determined the weapon was never possessed in Illinois, it was purchased, kept and used in Wisconsin.
2. The dire phrase "Crossing state lines" makes it sound as if Rittenhouse loaded up his Conestoga wagon, hitched up a team of oxen and made a perilous journey across the Continental Divide between Antioch, Illinois and Kenosha, Wisconsin. According to Google Maps, it is 29 minutes (20 miles) from Antioch to Kenosha by car.

As it is in economics, it is in crime - if you want more of something, subsidize it. 
If you want less, tax it. 
That not prosecuting or policing thefts of less than a certain monetary amount has increased the frequency of those crimes should come as no surprise.
