- Drought is an imbalance of water supply to water demand. When the supply of moisture is much less than the demand for water, a drought can develop.
There are several levels of drought, according to the U.S. Drought Monitor.
- The first level is called meteorological drought. This is simply when rainfall is lacking.
- Next is an agricultural drought, then a hydrological drought. Hydrological drought means the water table is going down and affecting water wells.
- Next comes what Heim called a socioeconomic drought, which is when cities restrict water usage.
Heim points out that ranking an area in some level of drought takes a lot of objective factors and then become a subjective task...

During peak time, from 2-7 p.m., Monday through Friday, electricity rate will be about 1 1/2 times higher than the "off-peak" rate price, according to Consumers.
Customers can expect to pay a lower rate price for electricity used outside peak hours and during the non-summer months of October through May, Consumers said.
To save money, customers are encouraged to reduce their electricity use during peak time.
