It was scaled it back enormously and the area flooded with the former inmates of asylums...
Just this weekend, a drug addict died on a Skid Row livestream. By some claims, that fatality will be one of 6 a day. The obvious truth is that these people need to be incarcerated in custom facilities that provide long-term rehabilitation and cold turkey programmes. And that crucially removes them from the mainstream population.

A teenage soldier who fell at one of the bloodiest battles of the American Revolution finally has his name back, 246 years after he died.
Researchers in South Carolina announced Thursday that one set of remains pulled from the Camden battlefield belongs to Pvt. John Pumphrey, a young Marylander whose death went unrecorded, according to Task & Purpose. The remains, previously labeled Camden 9B, are the first of 14 recovered soldiers to be identified, CBS News Baltimore reported.
