Though theoretical, the paper was misinterpreted by some as evidence of secret government programs.”
I have read that report (written by Air Force academy students), and indeed it was highly speculative.
It did not mention any existing cloud- or weather-modification technologies beyond the usual cloud-seeding efforts which date back to the 1950s....
