In fact, food stamps is what the Farm Bill is all about, capturing 79 percent of the total cost. 
But food-stamp recipients do not get all that money; some of it goes to producers while some of it gets lost in inflation–getting almost unrestricted cash artificially increases demand.
True, states like Mississippi and Alabama, which receive greater SNAP benefits compare to other states, stand to lose from the abolition of the program.
However most other states will win from lower food prices.
It would also be the end of this highly inefficient income transfer to farmers, who receive one percent from every tax dollar levied for SNAP."
