It is in a report at the Federalist where it's revealed that "staff with the Global Engagement Center ('GEC') told a State Department official that its testbed platform 'will NOT focus on US audiences,' but then proceeded to fund a trial targeting The Blaze — a Texas-based media outlet."
That was uncovered as part of discovery in a lawsuit against the State Department and the GEC, settled just days ago when the defendants agreed to a number of measures to prevent similar constitutional violations from happening again.
