COMMERCE CITY, Colo. - People in a Commerce City neighborhood say the smell of marijuana coming from a grow house is so strong, at times, they can't go outside.
On Saturday, Trudy Moser went before her Homeowners Association in the Fronterra Village to ask whether it can issue fines for the nuisance smell coming from one house, five doors down the road.
"Last summer, as it started to warm up, it's like, "'Gosh, what is that smell?'" said Moser.
"We couldn't sit out on our patio, because it just kind of ruins your drink or your dinner."
Other neighbors are also turning up their noses to the stink.
"You can close every window turn everything off, and you can still smell it inside," said Melissa, who did not want to use her last name.
Neighbors complained to police, and a police report states that eventually drug task force officers were allowed inside the home, finding 76 marijuana plants in a basement that had been converted into a full-fledged grow house.
The report states that the Vietnamese family that owns the house admitted to running grow operations in two homes in the neighborhood, claiming it was all legal and showing a permit to grow as medical marijuana users and caregivers.
The report states that the District Attorney closed the case citing "insufficient evidence."

DNR Fee Increase Backfires

Politicians of all stripes are rooting around for fresh money to fulfill past, present, and future promises lately, figuring that the economy is so hot that their depredations will go unnoticed and have no consequences.

Let’s take a look at a Michigan example: the increase in license fees for hunting and fishing which the Legislature authorized in 2013 and which took effect in 2014.

The most popular hunting and fishing license prices doubled under the new fee schedule, although a direct comparison is not possible because the licenses were restructured to ‘simplify’ the license schedule. Governor Snyder’s goal for these increases was to raise an additional $ 18.1 million dollars annually for the DNR.

The Senate Fiscal Agency benchmarked the anticipated annual increase at $ 19.7 million.

...So how did this work out? 

Not well. 

Instead of $ 11.7 million, the DNR’s revenue increase was only $ 7.8 million in the first license year. 

Sales of expensive (and thus very lucrative) nonresident fishing licenses were down 40%. 

Overall fishing license sales were down 5%. 

...Now for the really bad news which our mathematically challenged government and journalists missed. Or maybe just did not want to spell out for you. 

Sport fishing is a $ 2.5 billion economic contributor to the Michigan economy according to the DNR and, if the 5% decline in 2014 fishing license sales accurately reflects reduced sport fishing related expenditures, the DNR just cost the Michigan economy $ 125 million dollars to achieve a $ 7.8 million revenue increment.

One very common and logical cut for school employees was out-of-state travel.
The Des Moines, Iowa school district was one of the many districts to impose such a travel ban, as part of an effort to cut $3.3 million from its budget in 2010, according to news reports.
Forward to 2013, when the Des Moines district prepared its first budget in several years with projected revenues outpacing expenditures.
The toughest times had past and things were back to normal.
And sure enough, employees from the district were traveling again, and doing it a lot.
...Des Moines school employees spent at least $10,000 with seven different hotels, including Hilton Hotels ($15,764), La Quinta Inn Suites ($15,693), Charles Hotel ($12,852), Hyatt Hotels Atlanta ($11,802), Embassy Suites Airport ($11,678), The Warwick Hotel ($10,266) and Mariott Hotels Kansas ($10,075).
Those are apparently all pretty nice places to stay for a few days.
The Charles Hotel, in Cambridge, Massachusetts, advertises itself as an “upscale hotel with a spa, jazz club and restaurant.”
The district also spent $11,962 through Hotels.com.
Overall the district’s lodging tab for 2013-14 came to a cool $408,751.
Of course district employees had to reach their destinations to stay at those hotels. The district spent another $288,824 on air fare and related costs throughout the year.
The district’s favorite airlines were American ($75,974), Delta ($69,935), USAirways ($62,337) and United ($47,833).
School records didn’t reveal any tickets purchased from budget airlines like Jet Blue, which are known to pack in a few more passengers but charge significantly less.
A total of $13,740 went to travel agents.
No doubt the Des Moines school district was a preferred customer at those companies.
There was another $11,989 spent at various RV resorts.
...While they’re at it, taxpayers may also want to ask district officials about their restaurant tab.
District employees spent money at 735 food vendors in 2013-14, and spent a grand total of $58,174.
Two vendors – Planet Hollywood ($1,376) and Giordino’s on Jackson ($1,051) – made more than $1,000 off the district.
Another 161 vendors were paid at least $100.
Bon appetit to those employees who enjoyed all the nice dining, and our sympathies to the taxpayers who picked up the tabs."

Even in Germany the cracks in the European political order are beginning to show.
There are plenty of opportunities for revolt: parliamentary elections take place in Greece, Britain, Denmark, Estonia, Finland, Poland, Portugal and Spain.
Early elections are also expected in Italy.
It might be too early to call this the death of European unity.
But the outlook for what Winston Churchill prophetically called a "United States of Europe" has never been stormier."
